Pre-Qualification : Eligibility Criterion
i. The bidder shall upload on line on e-procurement platform, the following particulars in the formats enclosed, supported by documentary evidence as specified in the formats.
Check slip to accompany the Bid ( in Annexure ?I).
The Bidder submitting the Bid should be Manufacturers / Manufacturing Firms / Companies / Small Scale Industries SSI (MSME units) having a valid Registration Certificate/ License issued by the Department of Industries, after installing all essential machineries in their factories of Telangana only [Manufacturers/ Manufacturing Firms from states other than the state of Telangana will not be accepted] SSI (MSME) registered Firms shall upload their Registration Certificate /manufacturing license issued by Industries Department of combined GoAP/Govt.of Telangana.
ii The bidder submitting the Bid should have the ISO 9001-2000/ 2008 certification to demonstrate quality standards are being followed. The copies of the same shall be uploaded on line on e-procurement platform (Note: The SSI (MSME) units are only exempted from producing the above ISO Certification) iii. The bidder shall upload on line on e- rocurement platform, copies of Financial Audited accounts for the preceding three (3) Financial audited accounts for 2013-14, 2014-15 and 2015-16, demonstrating the soundness of the financial position and that it has the financial resources to perform the proposed contract and auditor?s report for the past three years.
iv. The Successful Bidder should furnish a copy of valid registration certificate with Commercial Tax department and Sales Tax returns for the last one year. v. The Bidder
Supplier should furnish copy of Permanent Account Number (PAN) and proof of submission of the latest income tax returns i.e for the assessment year 2016-17. (FY 2015-16) [vi. Each bidder shall upload on line on e-procurement platform, the scanned copy of the E.M.D of Rs.75468/- (i.e., 1% of ECV) to be paid along with the bid in the form of either a crossed Demand Draft or an unconditional and irrevocable Bank Guarantee in favour of Managing Director, APEWIDC, Hyderabad in the standard format as shown in the bid document issued by any Nationalised/ Schedule Bank to be valid for 6 (Six) months from the date of NIT. (Note: Small Scale Industries SSI (MSME units) are exempted from payment of EMD.) vii. Each bidder shall upload the scanned copy of the Bid processing fee (non refundable) Rs.5000/- to be paid in the shape of crossed Demand Draft drawn in favour of Managing Director, APEWIDC, Hyderabad from any Nationalized / Scheduled commercial bank, valid for a period of 6 months from the date of N.I.T. The scanned copy of D.D shall be uploaded on line along with the bid. Failure to upload the scanned copy of the D.D, on line in the bid, the bidder will be disqualified/rejected. No other mode of payment will be accepted. The original D.Dtowards this Bid processing fee shall be submitted to the Managing Director, APEWIDC, Hyderabad one day before the opening of Price Bids, as stipulated in the NIT.
viii. Bid Capacity : The Bidders who meet the required minimum qualification criteria will be qualified only if their assessed available bid capacity is more than of ECV i.e Rs.7546800/-. The assessed available bid capacity will be calculated as under. Assessed available Bid Capacity = A x N x 2?B, where A = Maximum value of Supply of Furniture items to any to any Government Educational Institution(s)
Government Hostels / Government Hospitals / Government Organizations of state and/or central level and to any Private Organizations in any one year of last three financial years (i.e., 2013-2014, 2014-15 & 2015-2016) (updated to 2016-2017 * price level) taking into account the completed as well as works in progress. N = Number of years prescribed for completion of the work for which Bids are invited (N= 0.33 Years ) (4 Months). Note:: Especially for Technical Bid Evaluation, N value will be taken as 6 months in the formula 2AN-B. But, the completion period of furniture supplies is only 4 months. B = Value of existing commitments and ongoing works to be completed during the period of completion of work for which Bids are invited updated to 2015-2016 * price level.
ix To qualify for award of the contract each bidder in its same name and style should have Satisfactorily completed as a Prime Contractor Supply of Steel furniture items to any Government Educational Institution(s)
Government Hostels / Government Hospitals / Government Organizations of State and/or Central and Private Organizationsk of value not less than the ECV i.e.Rs.7546800/-* in any one of the last three financial years i.e, 2013-14, 2014-2015 and 2015-16 (*Updated to the current financial year i.e to 2016-17).
