1.10 Eligibility criteria for participation : Eligible and qualified Paper Mills may
participate in the bid. Only Indian Paper Mills with required production
capacity/capability are eligible to bid, no agents/dealers are eligible to participate.

(i) Bidders shall have to meet the minimum eligibility criteria in respect of all of
the following:
(a) Financial Capacity
(b) Technical Capability including Experience/ Credentials

(ii) The eligibility of a bidder will be ascertained on the basis of the digitally
signed documents in support of the eligibility criteria as mentioned in (a) and (b)
above. If any document submitted by a bidder is found at any stage to be
manufactured or false or untrue in any material respect, the bid of the bidder will be
rejected outright without any prejudice to any right of West Bengal Text Book
Corporation Ltd including to forfeit the EMD/ Bid Security.

(iii) Financial Capacity requirements: -
A bidder shall have minimum average annual turnover of Rs. 100 Crores (Rs. One hundred Crore) for three financial years (i.e. 2019-2020 ,2020-2021 & 2021-2022).

(iv) Technical Capacity requirements are as follows: -

a) The paper mills must have been in production at least for last 3 (three) years.
b) A bidder shall produce records satisfactorily evidencing: -

The average recorded production of bidders in the Writing & Printing paper category
(HSN 4802) for 3 (three) years (i.e. 2019-2020 ,2020-2021 & 2021-2022).
must be:
i)
at least 25,000 MT

c) During any of the three years (i.e. F.Y 2019-2020 ,2020-2021 & 2021-2022) the
bidder/authorized dealer must have supplied similar grade paper to any
other State Government or Text Book Corporation or to Printers assigned by a
State Government/Text Book Corporation for printing text books.
