4. Eligibility criteria for bidders: (i) Following the directives of Department of Animal Husbandry & Dairying, Government of India, purchase of above material is allowed from State Dairy Federations and their Milk Unions, Dairy Cooperatives, NDDB, Mother Dairy & Govt. sources only.

(ii) The bidders/ supplier must have their own manufacturing plant of White Butter (WB), failing which they will not be eligible for this tender. In case of outsourcing of manufacturing of White Butter for additional quantity (as adopted by many of the Milk Federations, Milk Unions & Dairy Cooperatives etc.) in any other/ outsourced plant, after utilising the capacity of their own manufacturing plant, all statuary requirements of BIS & FSSAI licensing etc. for manufacturing of their brand White Butter in such outsourced plants are to be completed in accordance to prevailing Govt. rules. Relevant documents/ Self declaration in the above matter is to be submitted by bidders.

(iii) It is compulsory for bidders to have atleast stock of 50% consignment ready against the tendered quantity and declaration of same is to be made in their tender offer.

(iv) No conditional bid shall be allowed/ accepted.
