General Conditions of Eligibility :
Condition 1:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
Condition 2:
It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission
Condition 3:
The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e Procurement portal due to internet connectivity issues and technical glitches at bidders end
Condition 4:
All other terms and conditions as per tender documents
Condition 5:
Conditional tenders are not accepted
Technical Qualification Criteria :
1 : Past Experience : Experience of at least one (1) e-Governance / ERP projects for any ULB/ State/ UT/ Central Government/ Public Sector organization in India. The project value should be INR 5.00 Cr or more in last 5 years : 10
2 : Past Experience : Experience in Developing and Implementing Web-Based/ microservices based Integrated Solution project for e-governance applications for Water supply and Utilities sector in last 5 years : 5
3 : Past Experience : Experience in providing continuous Operation and Maintenance for minimum of 3 years for Web-Based/microservices based Integrated solution project for e-Governance application for Water Supply/Utility Sector in last 5 years : 5
4 : Capabilities of Vendor : Qualifications and Competence of the key professional staff : 40
5 : Financial Status : Annual turnover from IT/ ITeS project in last 5 years : 5
6 : Others : SEI CMMi certification : 5
7 : Others : Adequacy of the Proposed Work Plan and Methodology in responding to the TOR : 30
