16/04/2024 14:301 Eligibility for offers quoting Specified make as mentioned in description: (i) Offers for acceptable makes mentioned in the tender schedule will only be considered for placing the order. (ii) The offer of specified OEM/ Authorized Agent/Dealer/Distributor shall be considered for placing the order. (iii) In case, the tenderer is the specified OEM itself, firm should clearly mention acceptable make offered. (iv) In case, the tenderer is authorized agent/dealer/distributor of the specified OEM, firm should upload the current authorization/dealership certificate issued by the specified OEM as tender specific authorization certificate. (v) In case, the tenderer is not authorized agent/dealer/distributor of the specified OEM and quotes for acceptable make, tenderer should attach (upload) Tender Specific Authorization letter/certificate issued by the OEM. (vi) In case the tenderer is Sub dealer of the specified OEM, firm should upload the copy authorization letter/attested certificate issued by authorized dealer regarding sub dealership and confirmation that authorized dealer will take the responsibility of genuineness and warranty of spare (of particular make, spare part description and part number) supplied by the sub-dealer to Indian Railways. OR Eligibility for offers with equivalent make: If the offer is for equivalent make then Firm may offer own make or equivalent branded makes. The tenderer should specify make offered whether: (i) Own make (ii) Name of equivalent make /brand offered. The firm will be considered for placing bulk order subject to the conditions that (a) Items should have been supplied by the tenderer to Railways in the last five years from the date of tender opening and (b) The supplied item(s) should have worked on the machine for a minimum period of 6 months (as on the date of tender opening) from the date of installation on the machine without any problem except wear & tear items such as Round shaft chisels,Bolts, and Screws and the tenderer shall submit necessary performance report issued by Railway under the signature of an officer not less than Sr. Scale (XEN) and (c) In case of authorized agent/dealer, for the make offered, firm should upload the current authorization/dealership certificate issued by OEM as specific authorization certificate. Yes Yes Allowed (Mandatory) 2 In deserving cases, the offers from untried firms meeting the requisite credentials/ capabilities/capacity may be considered for developmental orders limited to the extent of 20% of Net Procurement Quantity. The untried firm must upload all the document in support of their credentials such as M & P, Testing facilities, QAP, Technical Manpower available with them, MSME registration certificate for similar items, supply performance (PO Copies, Inspection Certificates, R/Notes etc.), field performance for a minimum period of 6 months (as on the date of tender opening) from the date of installation on the machine for similar item (issued by Railway under the signature of an officer not less than Sr. Scale (XEN)) along with their offer failing which their offer will be treated as unresponsive.
