1 ELIGIBILITY CRITERIA: (As per latest correction vide ED/CE(G)/Rly Bd L No. 2022/ CE-I /CT/GCC-2022/Policy New Delhi dt.14.07.22) The tenderer must have successfully completed or substantially completed any of the following during last 07(seven) years, ending last day of month previous to the one in which tender is invited (As per GCC- April-2022with upto date correction slip) : Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or one similar work each costing not less than the amount equal to 60% of advertised value of the tender. Similar nature work means:- "Firm should have experience of Fabrication and assembly of (i)Newly built Wagon OR (ii) Tank Barrel for eight wheeler Wagon Any one or more of the above work executed in any unit of Indian Railways or Production Unit or Central/State Government Establishments or Public listed Company /Trusts having average annual turnover of Rs. 500 crores and above will be considered." 1 i. The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less, where V= Advertised value of the tender in crores of Rupees N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of " total contractual payments" in previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure- 'VIB', along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet. 1 i. Financial and working credentials should be submitted along with tender without which the tenders are liable to be cancelled. Tenderer is also required to submit, along with his tender, all relevant documents/certificates, which makes him eligible for the present tender as per prescribed eligibility criteria. ii. Bidders/ Firm, who fulfill the Criteria fixed by Rly Bd vide letter no. 2011/ M (M&P) / 7/2/ Guidelines dt 23.8.2012 OR Rly. Bd vide letter no. 2011/ M(M&P)/ 7/2/ Guidelines dt 23.01.2020 are also Eligible for this contract. Supporting documents must be uploaded in the web portal of IREPS. Note: (a) Firm must submit documents issued by RDSO/ Rly Bd. of being OEM of all related items in this tender OR The firm must be a valid wagon (i.e. complete equipment) manufacturer approved by RDSO/ Rly Bd. (b) Firm must submit relevant document that they are 'sources approved by RDSO for related works contract'. In this regard the document related to works contract will only be considered. No No Allowed (Mandatory) Standard Technical Criteria

No No Allowed (Mandatory) 1.1 Bidders/Firms, who fulfill the Eligibility Criteria fixed by Railway Board vide Letter No. 2011/M(M&P)/7/2/Guidelines, Dt.23.08.2012 OR Rly. Bd. Letter No. 2011/M(M&P)/7/2/Guidelines, Dt.23.01.2020 are also Eligible for this contract.
