General Conditions of Eligibility :
Condition 1:
Tenders from Joint ventures are not acceptable.
Condition 2:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory. It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
Condition 3:
The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.
Condition 4:
EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
Condition 5:
In the event of the information furnished by the Bidder found to be false at any stage of Tendering, HESCOM at its discretion may take action against such Bidders and may forfeit the Bid security and disqualify the offer of such Bidder, and black list the firm without prior notice. In the event of the information furnished by Bidder is found to be false during the execution stage then HESCOM at its liberty to cancel the works awarded other than forfeiting the performance guarantee executed against the contract and may black list the firm and recover the Losses and Levy liquidated damages.
Condition 6:
Past track record of the bidder in HESCOM will be considered for evaluation. If the performance of the bidder in respect of works awarded earlier is not satisfactory such a bid will be disqualified
Condition 7:
Incomplete and vague offers are liable to be rejected without any further correspondence.
Condition 8:
If the bidder has participated for more than one enquiry, then the bidder shall fulfill the technical and financial requirements cumulatively for all enquires participated. If this condition is not met, then the offer of the bidder will be considered to the enquiry for which the bidder is eligible based on the chronological order of the bid indents for which the bidder has participated at the discretion of the HESCOM
Condition 9:
All other Conditions are as per the tender Document.
Technical Qualification Criteria :
1 : Past Experience : The bidder should have Satisfactorily completed (at least 90% of the contract value), as prime a contractor, at least one contract involving the Construction of 11kV Distribution system of value not less than 50% of the Amount put to Tender) in any State/Central Govt./ Distribution Companies/PSUs in the last preceding Five Financial Years. As a proof of documentary evidence Award copies and work performance certificates duly mentioning date of completion, Completed Qty and completed cost issued by the competent authority not below the rank of Executive Engineer (Ele) of any State/Central Govt. Distribution Companies / PSUs shall be uploaded. The Experience certificate shall be in the Format Annexed to this bid. : Work Done Certificate
2 : Past Experience : The bidder should have carried out works involving 11kV UG cable and above class for a route length of not less than 80% of the quantity proposed in the bid during any one of the year in last preceding five financial years on Total Turnkey/Partial Turnkey Basis/ basis/self-execution basis in any State/ Central Govt. Distribution Companies / PSUs. Such works shall be in successful operation for a period of at least 1(One) year as on date of submission of bid. As a proof of documentary evidence for the above award copies along with the work performance certificates duly mentioning date of completion, completed Qty and completed cost issued by the competent authority not below the rank of Executive Engineer (Ele) of any State /Central Govt. Distribution Companies / PSUs shall be uploaded. The Experience certificate shall be in the Format Annexed to this bid. : Others -- Work done and performance certificate
3 : Financial Status : The Bidder should have achieved in at least Two financial years, a minimum financial turnover of not less than Two Times the amount put to tender during the 5 (Five) financial years i.e., 2018-19, 2019-20 ,2020-21, 2021-22 and 2022-23 . The bidder should upload the Copies of Annual turnover certificate and audited balance sheet, profit and loss account duly certified by Chartered Accountant. : Others -- Audited balance sheet P and L statement CA certified Annual turn over
4 : Others : The bidder should possess valid Class-I / Super grade Electrical Contractor license issued by the Electrical Inspectorate, Govt. of Karnataka. The validity of the license should be in force at the time of submission of Bids Electrical class-1/super grade license : Others -- Valid Electrical license
5 : Others : The bidder should upload original scanned copy of ESI issued by the respective competent authorities of the concerned department : Valid ESI certificate
6 : Others : The bidder should upload original scanned copy of EPF Reg. No issued by the respective competent authorities of the concerned department. : Others -- EPF
7 : Others : The bidder should upload original scanned copy of Pan No issued by the respective competent authorities of the concerned department. Pan card : Others -- PAN
8 : Others : The bidder should upload original scanned copy of GST No. issued by the respective competent authorities of the concerned department. : GST Registration
9 : Others : The bidder should upload original scanned copy of Registration Certificate of Establishment FORM C (Labour Reg.) issued by Department of Labour, Government of Karnataka : Labour Certificate
10 : Others : The bidder should not have been Black-Listed by ESCOMs/ KPTCL/ any other Government Distribution/ Transmission utilities including PSUs as on date of bid submission. Self-declaration for the same shall be uploaded (Annexure). Self-declaration : Others -- Self declaration BL
