General Conditions of Eligibility :
Condition 1:
Tenders from Joint ventures are not acceptable.
Condition 2:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
Condition 3:
It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
Condition 4:
The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.
Condition 5:
EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
Condition 6:
The tenderer should be a KPWD registered Class-2 & above Contractor.
Condition 7:
As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.
Condition 8:
Conditional tenders will not be accepted.
Condition 9:
Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.
Condition 10:
To qualify for award of this contract, each tenderer should furnish qualification information as per section 3 of Standard Tender Document attached to this tender.
Condition 11:
All Scanned Documents of the Original should be up-loaded, Executive Engineer/ Superintending Engineer/ Chief Engineer reserves the right verify the Original Documents before approval
Condition 12:
All the Formats prescribed in the bid documents shall be filled in complete manner.
Condition 13:
The Tenderer should maintain the Building during defective liability period of 2year.
Condition 14:
The materials like bitumen, Steel, Cement etc., required for the work shall be procured by the tenderer themselves and should be got attested by the Quality Control Authority before use on the work.
Condition 15:
Work done certificate should be issued by competent authority not below the rank of Executive Engineer.
Condition 16:
The item rates quoted shall include cost of royalty charges on construction materials & other taxes as per the rates provided in prevailing cost & conveyance of all materials, Curing, Watering, unloading with all leads & lifts labour, hire charges of machinery equipments etc., complete including all incidental charges. All the items shall be executed as directed by the Engineer in charge of the work.
Condition 17:
EMD FOR RS. 1,00,000/- SHALL BE PAID THROUGH KARNATAKA PUBLIC PROCUREMENT PORTAL (KPPP) AND THE BALANCE OF RS.5,94,800/- BY BANK GUARANTEE ISSUED BY NATIONALISED/SCHEDULED BANK. CONTRACTOR SHOULD UPLOAD THE SCANNED COPY OF ORIGINAL BANK GUARANTEE ISSUED BY NATIONALISED/SCHEDULED BANK IN KPPP. THE CONTRACTOR HAS TO SUBMIT THE ORIGINAL BANK GUARANTEE BEFORE ENTERING THE AGREEMENT, IF AWARDED .
Condition 18:
Qualified Tenderer (L1) should establish his own necessary Q.C. Laboratory at site.
Condition 19:
As per Government order PWD 65 RDF 2017 dated 11/10/2018 GST will be added to the Contract amount separately
Condition 20:
The Increse in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time.
Condition 21:
The period for completion of the work is 11(Eleven) months
Technical Qualification Criteria :
1 : --- : Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. xxxxx Lakhs) : ---
2 : --- : Satisfactoriy completed (atleast 90%) as prime contractor at-least one such similar work of value not less than Rs. xxxxxxx (80% of estimated cost of tender) : ---
3 : --- : Executed in any one year the following minimum quantities of work (Cement Concrete - xxxx cum, Earthwork - xxxx cum, etc) (80% of peak rate of construction) : ---
4 : --- : Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year : ---
5 : --- : Tenderer or his identified Sub Contractor should possess valid license for executing water supply / sanitary engineering works and should have executed similar works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year : ---
6 : --- : Owning the following key and critical equipment for this work (xxxx, xxxx, xxxx) : ---
7 : --- : Liquid assets and /or availability of credit facilities of no less than Rs. xxxxxx Lakhs (estimated cash flow for 3 months of peak construction period) : ---
8 : Past Experience : To qualify for Award of this contract, each Tenderer in its name should have in the last five years i.e.2018-19, 2019-20, 2020-21, 2021-22 & 2022-23 satisfactorily completed as prime contractor, at least one similar Nature of Road/Buildings work of value not less than 231.56 lakhs. : Others -- Work done Certificate issued by competent Authority of rank not less than Executive Engineer.
9 : Past Experience : The Tenderer should have executed in any one year in the last five years the following minimum quantities of work 1.Earthwork Excavation/Embankment-26759.02 Cum 2.GSB/WMM- 2442 Cum3. Paver Block -8008 Sqm4.Concrete Block/ BBM-81.60 Sqm 5.PCC/RCC-172.40 Cum : Others -- Work done Certificate issued by competent Authority of rank not less than Executive Engineer.
10 : Past Experience : To qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2018-19, 2019-20, 2020-21, 2021-22 & 2022-23(a) achieved in at least two financial years a minimum financial turnover of Rs. 463.13 Lakhs, (in all classes of Civil Engineering Construction works only) : Others -- Submit the balance sheet indicating the contract receipts certified by the chartered accountant
