General Conditions of Eligibility :
Condition 1:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government / Government of India /Union Territory. It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
Condition 2:

Condition 3:
The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.t.
Condition 4:
EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.
Condition 5:
In the event of the information furnished by the Bidder found to be false at any stage of Tendering, HESCOM at its discretion may take action against such Bidders and may forfeit the Bid security and disqualify the offer of such Bidder, and black list the firm without prior notice. In the event of the information furnished by Bidder is found to be false during the execution stage then HESCOM at its liberty to cancel the works awarded other than forfeiting the performance guarantee executed against the contract and may black list the firm and recover the Losses and Levy liquidated damages.
Condition 6:
Past track record of the bidder in HESCOM will be considered for evaluation. If the performance of the bidder in respect of works awarded earlier is not satisfactory such a bid will be disqualified
Condition 7:
Incomplete and vague offers are liable to be rejected without any further correspondence.
Condition 8:
In case for any of the packages, if more than one bidder quotes the same rate (Arrives as L1 bidder), then the work will be awarded through selection by drawing the lots.
Condition 9:
HESCOM reserve its right to vary or modify any of the tender condition for reasons to be recorded, in case it becomes necessary.
Condition 10:
If the bidder has participated for more than one enquiry, then the bidder shall fulfill the technical and financial requirements cumulatively for all enquires participated. If this condition is not met, then the offer of the bidder will be considered to the enquiry for which the bidder is eligible based on the chronological order of the bid indents for which the bidder has participated at the discretion of the HESCOM
Condition 11:
All other Conditions are as per the tender Document.
Technical Qualification Criteria :
1 : --- : Reports on the financial standing of the tenderer, such as profit and loss statements and auditor’s reports for the last five years : ---
2 : --- : Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded : ---

4 : Past Experience : The bidder should have Satisfactorily completed (at least 90% of the contract value), as prime a contractor, at least one contract involving the Construction of 11kV Distribution system (experience in only LT lines will not be considered) of value not less than Rs 128.27 lakhs (50% of the Amount put to Tender) in any State/Central Govt./ Distribution Companies/PSUs in the last Five Financial Years. As a proof of documentary evidence Award copies and work performance certificates duly mentioning date of completion, Completed Qty and completed cost issued by the competent authority not below the rank of Executive Engineer (Ele) of any State/Central Govt. Distribution Companies / PSUs shall be uploaded. The Experience certificate shall be in the Format Annexed to this bid. : Work Done Certificate
5 : Past Experience : The bidder should have carried out works involving HT/ LT lines and above class (new line or re-conductoring) for a route length of not less than 29 Kms (80% of the quantity proposed in the bid) during any one of the year i.e., FY 2017-18, 2018-19, 2019-20 ,2020-21& 2021-22 on Total Turnkey/Partial Turnkey Basis/ Labour contract basis/self-execution basis in any State/ Central Govt. Distribution Companies / PSUs. Such works shall be in successful operation for a period of at least 1(One) year as on date of submission of bid. As a proof of documentary evidence for the above award copies along with the work performance certificates duly mentioning date of completion, completed Qty and completed cost issued by the competent authority not below the rank of Executive Engineer (Ele) of any State /Central Govt. Distribution Companies / PSUs shall be uploaded. The Experience certificate shall be in the Format Annexed to this bid. : Line of Credit
6 : Financial Status : Liquid assets (Cash at Bank plus Term deposit in any Nationalized/Scheduled Commercial Bank) on or after the date of notification of tender plus Availability of credit facility in any Nationalized/ Scheduled Commercial Bank shall not be less than 25% of the amount put to tender which shall be supported by certificate issued by any Nationalized /Scheduled Commercial Bank. The said Original scanned Credit Facility Certificate should possess the name of the Firm and tender Indent number and the credit facility to be issued in the name of Superintending Engineer (Ele), Project Monitoring Cell, Corporate Office, HESCOM, Navanagar, Hubli. The credit facility certificate should be in the Format Annexed to this bid. (ANNEXURE). The conditional credit certificates are liable for rejection. : Satisfactory Performance Certificate
7 : Financial Status : The Bidder should have achieved in at least Two financial years, a minimum financial turnover of not less than Two Times the amount put to tender during the 5 (Five) financial years i.e., 2018-19, 2019-20, 2020-21,2021-22 and 2022-23. The bidder should upload the Copies of audited balance sheet and profit and loss account duly certified by Chartered Accountant. Wherever the Audited and Balance sheet not finalized the Annual Turnover Certificate duly signed and certified by Chartered Accountant be furnished. : Audited CA Certificate of Annual Turnover
8 : Others : The bidder shall be a sole proprietorship firm or a partnership firm or a company incorporated under companies Act 1956/2013. Copy of the Certificate of Incorporation in case of Registered Company/ Partnership deed in case of Partnership Firm/GST or PAN registration in case proprietor ship firm : Others -- company registration
9 : Others : The Tenderer in case of individual participation or both the partners of consortium in case of consortium participation shall possess valid Super grade Electrical Contractor License issued by the Government of Karnataka as on the date of Bid Submission and shall upload the same along with other Bidding documents failing which the offer will be rejected : Others -- contractor licence
10 : Others : The bidder should upload original scanned copy of ESI issued by the respective competent authorities of the concerned department : Valid ESI certificate
