General Conditions of Eligibility :
Condition 1:
Tenders from Joint ventures are not acceptable.
Condition 2:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
Condition 3:
Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

Condition 5:
KPTCL has invited the bid on total price basis & KPTCL has provided the amount put to tender. The bidders are advised to quote only the total price inclusive of all taxes, duties and levies for the said work in the kppp portal. While quoting. it is the responsibility of the bidder to consider rates of duties, taxes and levies on the equipments material/work prevailing at the time of bidding.
Condition 6:
Tenders from Consortium are acceptable
Condition 7:
Bids shall be submitted in two parts 1.Technocommercial bid and 2.Price bid.
Condition 8:
Separate document files have been specifically created for uploading the qualifying documents. These qualifying documents are to be uploaded to the respective files only. If any of documents are uploaded to the file other than the specified files, such documents will not be considered for evaluation and offers of such bidders are liable for rejection.
Condition 9:
The bidders should have valid GSTN Registration and shall submit GSTN registration certificate in eportal
Condition 10:
If any of the documents are not applicable to a particular Bidder, then such bidders have to upload a document stating NOT APPLICABLE.
Condition 11:
The other documents if any which needs to be uploaded by the bidder for which no specific files have been carried to substantiate or to meet the requirements of the bids, such additional documents may be uploaded in the folder named as additional documents.
Condition 12:
Notwithstanding anything stated above, the KPTCL reserves the right to assess the bidder capability to perform the work, should the circumstances warrant such assessment in the overall interest of KPTCL.
Condition 13:
Please note that the prices shall not be quoted in technical bids. In case the prices are quoted/uploaded in the technical bid, then bids will be summarily rejected.
Condition 14:
Bidder shall not take any deviations on the Clauses listed in the No Deviation Certificate (Annexure-I). Also, the soft copy of the No Deviation Certificate shall be uploaded and the Original shall be submitted to the office of the Superintending Engineer (Ele) Transmission Circle Belagavi on or before the due date notified for opening of tender
Condition 15:
Bidder shall comply with all the terms and conditions of the Tender. Deviations, if any on the Commercial as well as Technical part shall be brought out clearly in the Schedule-5 and Schedule-6 of the Techno Commercial sheets, respectively
Condition 16:
The bidder should provide detailed information on any litigation or arbitration arising out of contracts completed or under execution by it over the last five years with KPTCL. A history of awards involving litigations against the bidder or any party or JV may result in rejection of bid. Bidders are requested to furnish the self-declaration stating the above and upload the same along with the other documents in the relevant field in the eprocurement portal, failing which the offer is liable to be rejected.
Condition 17:
The bidder should not have been disqualified for non-performance in any of the Government utilities in the past five years and bidder shall furnish a self-declaration to this effect failing which the offer is liable to be rejected.
Condition 18:
Bidder and his consortium partner shall furnish self-declaration stating that no such actions against the bidder / his consortium partners have been taken by KPTCL under Risk & Cost Clause (Refer Tender Documents for more information) and upload the same along with other documents in relevant field in the procurement portal failing which the offer is liable to be rejected.
Condition 19:
Bidder to source the supply of equipment / material from KPTCL Approved Vendors only as per the QR for Vendor registration, available in the KPTCL website i.e. www.kptcl.com link Tendering & Procurement link application for Vendor Registration. Bidders are requested to furnish the selfdeclaration stating the above and upload the same along with the other documents
Condition 20:
The other documents if any which needs to be uploaded by the Bidder for which no specific files have been carried to substantiate or to meet the requirements of the bids, such additional documents may be uploaded in the folder named as Additional Documents
Condition 21:
In addition to uploading on to the website originals of following documents duly signed by authorized person wherever necessary are to be sent to Superintending Engineer (Ele), Tr (W&M) circle, KPTCL, Belagavi. So as to reach after the last submission date and on or before the date and time of opening of Techno commercial bids. If not received the Techno-commercial bids will not be opened. 1 No Deviation Certificate Schedule 16.2) Bank Guarantee if Applicable 3) Letter of Undertaking Schedule 184) Consortium Agreement if applicable Schedule 19.5) Power of Attorney Schedule 20 6) Any other agreements undertakings specified in the tender
Technical Qualification Criteria :
1 : Past Experience : Should have carried out erection of all connected equipments of (01) One Transformer Bay of 110KV or 66KV class or above voltage class on Total Turnkey or Partial Turnkey basis, including erection of Transformer, which shall be in satisfactory service for a period of One year prior to date of submission of the Bid. Or b) Should have carried out erection of all connected equipments of 02(Two) Transformer Bays of 110/66KV class or above voltage class on Labour Contract or as Sub-Contract to any Turnkey Contractor including erection of Transformer in each terminal bay work, which shall be in satisfactory service for a period of One year prior to date of submission of the Bid. : Work Done Certificate
2 : Capabilities of Vendor : a. If the bidder participates individually, then the Bidder should possess valid Super Grade Electrical Contractors License issued by the Government of Karnataka as on the date of opening of techno commercial bid and shall upload the same along with other bidding documents failing which the offer will be b. In case the bidder participates in consortium, the lead Bidder should possess valid Super Grade Electrical Contractors License issued by the Government of Karnataka as on the date of opening of techno-commercial bid and shall upload the same along with other bidding documents failing which the offer will be rejected : Others -- Super Grade Electrical License
3 : Capabilities of Vendor : The Caste certificate issued by the competent authority not below the rank of Tahashildar to be uploaded. : Others -- Caste certificate
4 : Financial Status : Minimum Average Annual Turnover MAAT of the bidder for best three years out of last preceding five financial years ending on March or December as the case may be, shall not be less than Rs. xxxx Lakh (ref NIT) : Audited CA Certificate of Annual Turnover
