Pre-Qualification : General Conditions of Eligibility :

Condition 1: Tenders from Joint ventures are not acceptable.

Condition 2: Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Condition 3: It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

Condition 4: The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Condition 5: EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Condition 6: As per the Government Orders vide FD/165/EXP-12/2017 dated: 21/03/2017 and FD/539/EXP-12/2017 dated: 02/06/2017, the option of uploading documents in financial bid section is disabled. a. Only landed price shall be mentioned in e-portal which shall be inclusive of all taxes, duties, P&F, freight, other charges, etc. This dashboard price only be considered for price comparison. b. If the bidder quotes in e-portal as exclusive of taxes and become L1, then the purchase order will be made on L1 bidder considering his dashboard price as inclusive of all taxes, etc. If the bidder fails to execute the order, EMD will be forfeited.

Condition 7: The payment and validity period in technical bid B & D should be same, or else offer will be rejected.

Condition 8: As the Government of India has implemented Goods and Service Tax (GST) from 1st July 2017, Hence Bidders are required to quote accordingly in lieu of Taxes, Duties etc.

Condition 9: Bidder shall give undertaking that they have accepted our terms regarding Delivery, Validity & Payment as per format enclosed.

Condition 10: The document submitted by bidder in e - portal shall not be in corrupted/damaged/protected format. This will lead to rejection of their bid.

Condition 11: If price bid is submitted in technical bid, then EMD will be FORFEITED and your offer will be REJECTED.

Condition 12: Conditions For bidders claiming EMD Exemption 1. Bidder participating in tender must submit valid & authorized copy of certificate of MSE registered with NSIC under single point registration. 2. The bidder to note and ensure that nature of services and goods/items manufactured mentioned in MSE certificate matches with the nature of the services and goods/items to be supplied as per the tender. If the same is not available in the list, bid will not be accepted. 3. In case if the documents submitted by the bidder are found to be false, such bidders offer will not be considered for technical evaluation. 4. The registration certificate issued by NSIC should be valid as on Bid closing date of the tender. Bidder shall ensure validity of registration certificate in case bid closing date is extended. 5. Bidder who have applied for registration or renewal of registration with NSIC, but have not obtained the valid certificate as on close date of the tender are not eligible for exemption. 6. E-portal has provided an option to tender inviting authority to verify the NSIC certificate through the link www.nsicspronline/spr check registration.aspx under single point registration if the bidder does not have a valid NISC registration number then his bid will be rejected for technical bid opening. 7.The EMD exemption is applicable only procurement of goods and not for works and services for all MSE registered with NSIC bidders as per the Government circular issued on 22/05/2019.

Condition 13: Bidders shall upload all the Documents in PDF format only, other formats will be liable for rejection.

Condition 14: Price Bid:a. The unit base price per meter of core drilling to be quoted. b. The bidder has to quote single price in rupees per meter of core drilling. c. The unit base price quoted should be inclusive of GST. d. The L-1 bidder shall be selected based on lowest price quoted. e. The price quotation in words shall prevail over figures in case of discrepancy. f. The quoted price to be kept valid till three months from the date of opening of the Bid to award of work. On award of work the quoted price shall be valid for the contract period.

Condition 15: All other terms and conditions as per the NIT.

Technical Qualification Criteria :

1 : Past Experience : The bidder must have successfully executed underground core drilling work (on land, not in sea or marine conditions) for the metals like gold, silver, copper, lead & zinc or together in these ore/minerals in India not less than 3000m in 5 last years and in case of less response experience prior to 5 years will also be considered. The bidder shall submit the information with required supporting documents in the (Annex-I) format enclosed in Technical bid. : Others -- Relevant documents
2 : Past Experience : The work experience certificate should indicate the name of the work awarding organization, period of work, mineral/ore base metals (gold, silver, copper, lead &zinc), quantum of core drilling awarded & year wise core drilling work executed in meters in the last five years i.e. 2018-19 to 2022-23. The successfully completed work experience certificate issued by the awarding contractor, is to be counter signed by the bidder. Submission of work order copy only shall not be the criteria to qualify technically. : Others -- Relevant documents
3 : Capabilities of Vendor : The bidder shall give his machinery list with technical specifications & the maximum depth of core drilling capacity in a hole of each machine in the format as mentioned in the Annexure-II in Technical bid. : Others -- Relevant documents
4 : Capabilities of Vendor : The bidder whose core drilling contract / agreement had been terminated by M/s. HGML will not be eligible to take part in the instant tender. : Others -- Relevant documents
5 : Capabilities of Vendor : Declaration by the bidder contractor: i) The bidder has to submit an undertaking that their work has not been terminated for non-performance / irregular work by any Govt. or any other contractor those have awarded the work. ii) The bidder contractor/entity must not have been adjudged by any Court of Law or not blacklisted by any Govt. and any other authority. The bidder contractor has to submit a declaration duly signed with rubber seal of entity/ Company in their Companys letter head to the effect. : Others -- Relevant documents
6 : Financial Status : The bidder must have a minimum annual turn-over of Rs.3.75 crores. The tenderer shall have in the last three years period, achieved in at least one financial years i.e. FY 2020- 2021, 2021 - 2022 and 2022-23 the turnover per annum not less than the estimated cost of the tender. 7 : Financial Status : Copy of Audited annual reports and financial statements including Balance sheet and profit & loss statements for the last three years i.e. FY - 2020-21, 2021-22 & 2022-23. : Others -- Relevant documents
8 : Others : The bidder shall have a valid Labour Licenses, EPF Code Number and GSTIN of its own. : Others -- Relevant documents
9 : Others : The bidder shall have a valid GSTIN. : GST Registration
10 : Others : The bidder can be either an individual person having sole proprietorship right/ a regd. partnership firm / a Company (Private Ltd. or Public Ltd.). Bidding in the form of Consortium is not allowed. : Others -- Relevant documents
