General Conditions of Eligibility :
Condition 1:
Tenders from Joint ventures are not acceptable.
Condition 2:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
Condition 3:
It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
Condition 4:
The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders The departments shall not be responsible for non-accessibility of e Procurement portal due to internet connectivity issues and technical glitches at bidders end
Condition 5:
EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection
Condition 6:
Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.
Condition 7:
Conditional tenders will not be accepted
Condition 8:
The tenderer shall bear all costs associated with the preparation and submission of his tender, and the employer will in no case be responsible and liable for those costs.
Condition 9:
The tender processing fees shall not be refundable.
Condition 10:
Contractors Should be registered KPWD Class-3 above civil contractor
Condition 11:
Royalty on construction materials and other taxes will be deducted as per prevailing Govt. orders.
Condition 12:
As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund.
Condition 13:
All scanned documents to be uploaded shall be in original and the Executive Engineer reserves the right to verify the documents before approval
Condition 14:
The employer reserves the rights to Reject or accept any or all the tenders without assigning any reasons.
Condition 15:
The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Tender documents KW-4 K.P.W.D. and further orders thereon.
Condition 16:
In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work
Condition 17:
Contractor should carry out additional test required to test the suitability of materials.
Condition 18:
All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.
Condition 19:
Formation levels and other data furnished are bare minimum the contractor should make all efforts to validate and to get additional data if required at his own cost
Condition 20:
Materials like steel cement etc., required for the work shell be procured by the tenderer themselves and should get tested by the quality control authority before use on the work at their own cost.
Condition 21:
The contractors assessed available tender capacity will be calculated as per the clause 3.6 of STD tender document Attached.
Condition 22:
All the items in the tender including all lead, lifts, loading unloading, transportation, labour, hire charges of machinery curing for concrete works, cost and conveyance of all material and all other such incidental charges (Inclusive of GST) necessary for successful completion of works as per the detailed technical specification and direction of Engineer - in charge of this work.
Condition 23:
All precautions should be taken by the contractor so that there are no damages to such public/private properties
Condition 24:
Contractor should take all precautions to ensure that no damage is caused to the existing canal CD works and other similar structures which have been constructed by other agencies during project execution. If any damage is caused, it has to be rectified at his own risk and cost.
Condition 25:
Contractor should follow strictly the prevailing rules of labour act & The contractor should employ only registered labourers as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009
Condition 26:
Contractor should adhere to HSE (Health safety environment) policy applicable for similar projects. Contractor to that extent should submit HSE document defining all the procedure including the policies before execution of the project.
Condition 27:
Contractor should take all precautionary measures to ensure that no damages caused to the existing structures which have been constructed by other agencies during project execution If any damages caused it has to be rectified at his own risk & cost
Condition 28:
The Defects Liability Period for this project shall be total 2 years
Condition 29:
within 20 days of the letter of acceptance, the successful tenderers shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract
Condition 30:
Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer, PWD Division, Kolar during office hours on all working days.
Condition 31:
The Bankers certificate should be in prescribed format which is enclosed separately
Condition 32:
The units specifications against the item codes in BOQ to be referred as per uni SR 2023-24 vol.1,2,3,5,6. The description in uni SR 2023-24 vol1,2,3,5,6 are final.
Condition 33:
The contractor shall be solely responsible for the safety of their staff and the general public on the site and shall observe all the precautionary and safety measures through the execution of the work.
Condition 34:
All Item Rates are inclusive of GST. Hence GST will not be paid separately
Technical Qualification Criteria :
1 : Past Experience : Satisfactoriy completed (atleast 50%) as prime contractor at-least one such similar work of value not less than Rs. 92.69 Lakhs (50% of estimated cost of tender) : Work Done Certificate
2 : Past Experience : Executed in any one year the following minimum quantities of work(Earthwork-2178Cum,GSB 640Cum,WMM/WBM-1600Cum,BM/BC/SDBC/DGBM-675Cum, etc)(80% of peak rate of construction) : Work Done Certificate
3 : Financial Status : Minimum financial turnover (civil engineering construction works) not less than two times the annual payments from this contract (Rs. 370.78 Lakhs) : Audited CA Certificate of Annual Turnover
4 : Financial Status : Liquid assets and /or availability of credit facilities of no less than Rs.92.69 Lakhs (estimated cash flow for 3 months of peak construction period) : Line of Credit
5 : Others : Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrificatio works and should have executed similar electrical works totallng Rs. xxxxxx (not less than 50% of electrical works) n any one year : Others -- Not Required
