Pre-Qualification : General Conditions of Eligibility :

Condition 1: Tenders from Joint ventures are not acceptable.

Condition 2: Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Condition 3: Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document-Not Applicable-

Condition 4: Satisfactorily completed (at least 90% of the contract value), as prime contractor, at least one similar work such as Construction/Improvements to Asphalt road/CC Road and Drain of value not less than Rs.31.50 Lakhs at 2023-24 price level in the preceding last five years. (i.e. 2018-19 to 2022-23)

Condition 5: The intending bidder/firm/ company / should have achieved in at least two out of last Five financial years (i.e. 2018-19 to 2022-23) (In all classes of civil Engineering construction works only) a minimum ANNUAL FINANCIAL TURNOVER of Rs. 63.00lakhs

Condition 9: Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded

Condition 10: EMD and Tender processing fee shall be paid through e-Payment using the following four modes of Payment a.Credit card payment b.Direct debit payment c.National electronic fund transfer d.Over the Counter (OTC)

Condition 11: Sub-leasing / G.P.A. of work is prohibited.

Condition 12: Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practice issued by Government of Karnataka.

Condition 13: It shall be the responsibility of the Bidder to ensure credit of tender processing Fee and EMD declaration in the prescribed format into the respective receiving bank accounts of EProcurement on or before the last date & time of bid submission

Condition 14: The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders.

Condition 15: The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches.

Condition 16: Conditional tenders will be rejected.

Condition 17: The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs.

Condition 18: The tender processing fee will neither be refunded nor will be transferred to other works.

Condition 19: The CNNL reserves the right of rejecting any or all of the tenders without assigning any reason and will not be bound to accept the lowest tender.

Condition 20: Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.

Condition 21: Amount put to tender includes cost of cement, Steel and other materials and labour charges. The rates quoted must also be inclusive of Sales Tax, Excise Duty, Royalty, Octroi, Quarry fee etc., No extra payment on this account will be entertained.

Condition 22: Contractor has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution.

Condition 23: One percent (1%) of the bill amount of the successful tenderer will be deducted towards the construction labour welfare fund as per Government Order LD / 300 / LET / 2006 Bangalore dated 01-01-2007 and Government letter no. PW / 134 / BMS / 2007 dated 27-07-2007.

Condition 24: Further details and information, if any, required can be had from the Office of the Executive Engineer, CNNL, KRS Division, KRS, Mandya District, Karnataka, on all working days during office hours.

Condition 25: If any of the dates mentioned above happens to be a General Holiday, the next working day will hold good in lieu of the date mentioned.

Condition 26: The work includes all lead and lift and work shall be carried out as per the instructions of the Engineer-in-Charge of the work.

Condition 27: The validity period for E.M.D. shall have to be valid for 45 days beyond the validity of the tender.

Condition 28: If Nigama wishes to engage third party inspecting agency for the said work, apart from the Quality Control authorities and field tests of the Nigama and Contractor, then the contractor should co-operate with the third party test and Quality Control authorities.

Condition 29: Any necessary documents can be uploaded in spaces provided for general documents in upload document section.

Condition 30: The success full bidder whose tender is approved should fulfill all the conditions stipulated in tender document and enter into agreement with Nigama in Stipulated time

Condition 31: Name, Address of contractor, Phone number, E-Mail address and registration copy etc should be submitted online.

Condition 32: The tenderers whose contracts have been terminated / fore closed by any employer during the previous years due to non-fulfilment of contractual obligations / noncompliance of statutory obligations are not eligible to bid. The tenderer should clearly specify and submit declaration stating that they do not fall under this category.

Condition 33: The rates quoted are exclusive of GST. The GST will be paid separately as per prevailing rates during admission of bill

Condition 34: Within 20 days of the receipt of letter of acceptance, the successful tenderer shall deliver to the employer a security deposit in any forms BG/DD/FDR from Nationalized bank for an amount equivalent to 5% of contract price

Condition 35: The intending bidder should furnish the certificate of registration in KPWD
