Pre-Qualification : General Conditions of Eligibility :

Condition 1: Tenders from Joint ventures are not acceptable.

Condition 2: Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Condition 3: It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

Condition 4: The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.

Condition 5: EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Condition 6: Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Condition 7: Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

Condition 8: The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for these costs

Condition 9: This Invitation for Bids is open to all eligible bidders who are registered as Class I contractors in PWD and enrolled in PRED, meeting the eligibility criteria as defined in ITB

Condition 10: Bidder should have valid registration with Employees Provident Fund organization under EPF and Miscellaneous Provisions Act, 1952

Condition 11: The Class-I Contractors who have registered in KPWD / CPWD and enrolled in Panchayath Raj Engineering Department (Government of Karnataka) are eligible in participation of tendering. Award of contract depends on technical capability, work carrying capacity and financial resourcefulness of the bidders

Condition 12: The Contractors who are terminated from KRRDA for non completion of works and who have been terminated for not maintaining PMGSY/NGNRY roads are not eligible for participating in the tendering

Condition 13: The employer reserves the rights to reject one or all Tender without assigning any reasons

Condition 14: Units, Rates & Prices shall be quoted by the tender in Indian Rupees only and Item for which no rates or price has been entered in will not be paid for by the Employer when executed & shall by the other rates & prices in the bill of quantities

Condition 15: The Item rates quoted shall include All duties, taxes (other than GST, as applicable) , royalties and other levies payable by the Contractor under the Contract, or for any other cause, shall be included in the rates, prices, and total Bid price submitted by the Bidder and including cost and conveyance of all materials curing, loading and unloading with all lead and lifts, labour, hire charges of machineries and equipment etc., complete and all other incidental charges. All the items shall be executed as directed by the Engineer-in charge of the work

Condition 16: Royalty on Construction material and other taxes will be deducted as per prevailing government orders

Condition 17: As per Government order LD/300/LET/2006 Bangalore dated 1.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, a sum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund

Condition 18: All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected

Condition 19: The Contractor should upload details of the technical personnel proposed to be employed for the Contract having the qualifications as defined

Condition 20: The successful bidder shall deliver to the employer Within 20 days from issue of Letter of acceptance an amount as prescribed percentage of the contract price plus additional security for unbalanced tenders

Condition 21: The amount of performance security deposit held by the Department shall be released or refunded to the contractor after the due fulfillment of the contract as per govt orders

Condition 22: Materials required for the work shall be procured by the tenderer themselves and should got tested by the quality control authority before use on the work

Condition 23: The field Lab including the testing machines mentioned in appendix of ITB shall preferably located, adjacent to the site with the required amenity, Failing which 1% of the amount of work done will be penalized

Condition 24: As per clause 13 of GCC, Contractor at his cost should provide, insurance cover in the joint names of the Employer and the Contractor, for 0.1% of award amount of construction items

Condition 25: The contractor should employ only registered labours Govt Circular No PWD198BMS2009 Dated 24 06 2009 As per EPF and MP act 1952 in respect of of the employees angaged by or through contractors agencies and contractors shall have provident fund code number all the contract employees deployed by them are enrolled as members of provident fund

Condition 26: Any discrepancies observed in the documents uploaded by the tenderer the tender shall liable to rejected.

Condition 27: Tenderers are requested to read the Bid Documents before submission of their bid.

Condition 28: The cost of the Tender form shall not be refundable.

Condition 29: The employer is not responsible for any delay in accessing E-Procurement Portal.

Condition 30: The awarded Contractor has to Submit his bills through e-MB for payment.( Billing is through e-Mb ie: Contractor has to produce Soft copy and hard Copy of RA or Final bill for payments),as per the G.O. No. FD 56 Pro.Cell 2004,Bangalore,18Th January 2005

Condition 31: Should satisfy requirements as per KW4

Condition 32: Conditional tenders will not be accepted

Condition 33: Other Criteria as mentioned in the bidding Document

Condition 34: The increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

Condition 35: GST shall be paid to the tendered amount separately

Condition 36: The period of completion of this works including monsoon is as below 6 months.

Condition 37: Defect liability period-365 days (1 year) after successful completion of the work.

Condition 38: The E.M.D. Rs. 1,60,300.00 shall be paid in full through E-payment

Technical Qualification Criteria :

1 : Past Experience : To qualify for the award of this contract each tenderer in his name should have in the last five years financial years. 2018-19 to 2022-23. 3 : Capabilities of Vendor : 3.3 Each Tenderer should further demonstrate a) Owning the following key and critical equipment for this work (Availability by owning, owning/Hire/Lease basis, Govt circular on GO-FD/AE 263/EXP12-2022, dated- 11-05-2022, this clause for owning key equipments for works costing upto Rs. 3.00 crores is exempted. However it is obligatory for the contractor to use the following machineries for various activities involved in constructions as per MORTH specification) 1) Hot Mix Plant/Mini Mix Plant 2) Road Roller 3) Vehicle Mounted Mechanical Sprayer 4) Water Tanker 5) JCB/Hitchi.6) Paver Finisher 7)Tipper 8) Self Loading Concrete Mixer/Concrete mixer with weigh batcher 9) Vibrators. : Others -- Scanned copy of relevant documents to be furnished
4 : Capabilities of Vendor : The tenderer should possess valid GST registration : Others -- Upload scanned copy
