General Conditions of Eligibility :
Condition 1:
Tenders from Joint ventures are not acceptable.
Condition 2:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka
Condition 3:
Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.
Condition 4:
It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
Condition 5:
The employer reserves the rights to reject one or all tenders without assigning any reason.
Condition 6:
The employer is not responsible for any delay in accessing E- procurement portal.
Condition 7:
Contractors should be registered with KPWD Registration and the tenderer should submit the Registration Certificate along with technical bid.
Condition 8:
To qualify for award of this contract, each tenderer should give all details and documents as per Technical and Financial bid attached to this tender.
Condition 9:
All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.
Condition 10:
All the scanned documents pertaining to bidder to be uploaded shall be in original and same originals should be produced to the Executive Engineer (at the time of Technical Bid Opening) who reserves right to verify the original documents before approval.
Condition 11:
Contractors should follow strictly prevailing rules of labour act.
Condition 12:
The Item rates quoted shall include cost of Royalty charges on construction materials and other taxes as per rates provided in prevailing Govt orders at the time of execution and including cost and conveyance of all materials curing, loading and unloading with all lead and lifts, labour, hire charges of machineries and equipment etc., complete and all other incidental charges. All the items shall be executed as directed by the Engineer-in-charge of the work.
Condition 13:
All materials required for this work shall be procured by the bidder himself and should be got tested by the quality control authorities at his own cost before use on the work. Department will not supply any materials.
Condition 14:
Materials like bitumen, steel,cement etc., required for the work shall be procured by the tenderer themselves and should get tested by the quality control authority at his cost before used on the work.
Condition 15:
All documents should be uploaded by the contractor is to be attested by the authorized notary or not below the rank of Executive Engineer and should be produced for verification at any stage of process as and when sought for .Failure to produce original documents leads to rejection of Tender.
Condition 16:
Units, Rates and Prices shall be quoted by the tender in Indian Rupees only
Condition 17:
The contractor should maintain the work during the defective liability period, i.e. As per Standard Bid Document
Condition 18:
With in 20 days receipt of the letter of acceptance, the Successful tenderer shall deliver to the employer a security deposit in any of the form given in Bid Document.
Condition 19:
The tender validity period is 90Days from the date of opening of Tender
Condition 20:
The intending contractors are requested to note that they should abide by the detailed instructions and conditions contained in the Standard Bid document
Condition 21:
In the case of the death of the contractor after executing the agreement / commencement of the work, his legal heir, if is an eligible registered contractor and is willing can execute and compete the work at the accepted tender rates irrespective of the cost of the work.
Condition 22:
All safety precautions, warning signs, night illumination, reflectors, deployment of security guards has to be ensured so that no untoward incident happens on account of negligence or any project activity. Contractor should indemnify the client to that extent.
Condition 23:
Contractor shall bound to comply the prevailing rules and regulations with regard to the EPF Contribution rules and any modifications thereof before and after execution of agreement.
Condition 24:
Increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time
Condition 25:
submit Affidavit duly signed by notary should be furnished for the statements showing the value of existing commitments and on-going works (for B Value) to calculate Bid Capacity.
Condition 26:
Estimate rates are excluding GST as per Common SR 2021-22 and prevailing GST (18percent of Amount Put to tender) amount is kept in form of Lump sum in sanctioned estimate according to guidelines in Common SR (GO:PWD 51 RDF 2019 Bangaluru Dt:18.03.2022). Therefore, amount put to Tender and ECV amount are excluding GST. KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender, tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily.
Condition 27:
Contractors should have Registration of GST, Employers Provident Fund and tenderer should submit Registration Certificate along with technical bid.
Condition 28:
Tenderers are requested to read the Bid documents carefully and upload the necessary documents before submission of their bid.
Condition 29:
Tenderer shall obtain the Work done Certificate in the prescribed format from the Competent Authority not below the rank of Executive Engineer (District Level Officer) and scan the Original Certificate and attach the scanned file to the tender. The Original Certificate shall be produced at the time of opening of Technical Bids for physical verification.
Condition 30:
The field Lab shall be preferably located, adjacent to the site with the required amenities as per the clause. Failing which 1percent of the amount of work done will be penalized.
Condition 31:
The tenderer should submit proposed methodology and programme of construction backed with equipment and material planning, & deployment duly supported with broad calculation and quality management , plan, proposed to be adopted justifying their capability of execution and completion of the work as per technical specifications and within the stipulated period of completion.
Condition 32:
Financial Year will be reckoned as the period between first day of April and Thirty-first day of March of succeeding year (both days inclusive).
Condition 33:
Further particulars, if any, required by the Contractor can be had from the office of the Executive Engineer PWD Division Mangalore, during office hours on all working days. It may be noted that if any of the dates mentioned above happened to be a general holiday the next working day will hold good in lieu of the dates mentioned.
Condition 34:
The tenderer has to visit the site along with Assistant Engineer or Assistant Executive Engineer, PWD Subdivision, Mangalore to know the more about working condition, availability of local resources, location of work and any other information.

8 : Past Experience : To qualify for award of this contract each tenderer in its name should have in the last five years financial years i.e 2018-19 to 2022-23, Should satisfactory completed as a prime contractor for at least one similar work to an extent of 50% of the cost of the work. Rs. 13.60 Lakhs. I.e Building Work : Others -- Work-done certificate issued from an officer not below the rank of Executive Engineer or equivalent
9 : Capabilities of Vendor : Assessed available tender capacity - (AxNx2.5-B) where A -Maximum value of civil engineering works executed in any one year during the last five years (updated to current financial year price level)(FY in which tenders are invited) taking into account the completed as well as works in progress. N - Number of years prescribed for completion of the works for which tenders are invited. B - Value, at Current Financial year (FY in which tenders are invited) price level, of existing commitments and on-going works to be completed during the next 3 Months. (Period of completion of the works for which tenders are invited) : Others -- Existing & Ongoing Commitment Statement
10 : Financial Status : To qualify for award of this contract each tenderer in its name should have in the last five years financial years i.e 2018-19 to 2022-23, Achieved in at least two financial turnover (in all classes of civil engineering construction works only) of Rs.27.20 Lakhs. : Others -- Attach last five years profit & loss statement Certificate countersigned from Chartered Accountant
