General Conditions of Eligibility :
Condition 1:
Tenders from Joint ventures are not acceptable.
Condition 2:
Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by any State Government/Government of India/Union Territory
Condition 3:
Bidders shall ensure upload of relevant document certifying his-her status as Scheduled Caste-Scheduled Tribe/other reserved category as prescribed in the tender document
Condition 4:
Minimum financial turnover (civil engineering construction works) not less than One times the annual payments from this contract as per KW-3
Condition 5:
Satisfactorily completed (at least 50% of the contract value), as prime contractor, at least one similar work is to be completed of value not less than Rs. 31.66 lakhs -Usually not less than 50% estimated value of contract
Condition 6:
Tenderer or his identified Sub Contractor should possess valid Electrical License for executing building electrification works and should have executed similar electrical works totallng (not less than 50% of electrical works) n any one year
Condition 7:
The Payment for the work will be made based on availability of funds and according to Queue system
Condition 8:
Total value of civl engineering works executed and payments received in the last five years (year-wise)
Condition 9:
List of existing commitments and ongoing works
Condition 10:
List of works for which tenders already submitted
Condition 11:
Banker Details for reference
Condition 12:
Construction equipment owned by the tenderer and equipment proposed to be deployed on this contract, if awarded
Condition 13:
Reports on the financial standing of the tenderer, such as profit and loss statements and auditors reports for the last five years
Condition 14:
Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded
Condition 15:
It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.
Condition 16:
The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of e-Procurement portal due to internet connectivity issues and technical glitches at bidders end.
Condition 17:
EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection
Condition 18:
Bidder shall pay Contract Management Module processing fees of 0.025% of the contact value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder
Condition 19:
Conditional tenders will not be accepted
Condition 20:
Any discrepancies observed in the documents uploaded by the tenderer the submitted tender bid shall be liable to be rejected
Condition 21:
Royalty on construction materials and other taxes will be deducted as per prevailing Govt, orders as may be modified from time to time
Condition 22:
As per Karnataka state Government order No.LD/300/LET/2006 Banglore Dated 01-01-2007 and Government Letter No PW/134/BMS/2007 Dated 27-7-2007, a sum amounting to 1% of the bill amount will be deducted towards construction Labour welfare fund
Condition 23:
The tenderer shall scan original Workdone certificates/Turnover Statements and any other documents specified by the employer and attach the scanned file to the Bid. The Original Documents shall be produced for physical verification within one week from the date of Technical bid opening
Condition 24:
The Employer reserves the right to reject any or all Tenders without assigning any reason or what so ever
Condition 25:
The earnest money deposit will be forfeited if the documents submitted by the tenderer found to be misleading/forged or fake/Taken back
Condition 26:
The contractors shall collect necessary samples as required & all relevant requisite tests to be got done by the registered institution or firms with consultants with the Third Party
Condition 27:
The Department is not responsible for any delay caused in accessing the e-procurement portal
Condition 28:
Tender validity for valid bid is 90 days
Condition 29:
Conditional LOC (Line of Credit) are not Acceptable
Condition 30:
The Tenders/ Bids are invited as per Standard tender Bid Document KW-3: The contractor shall attach all the requisite documents as required in the standard bid document. The Bidders shall abide as per the detailed instructions and conditions contained in standard bid document KW-3
Condition 31:
For unbalanced Tender if the rate quoted by bidder is less than the estimated amount, the additional security for difference in amount should be submitted. in the form of deposit
Technical Qualification Criteria :

6 : Past Experience : The Work done Certificates without Work Indent number are not considered for technical evaluation. If the Work is Executed more than one financial year or 12 months the work done certificates should be attach with year wise quantity bifurcation. : Work Done Certificate
7 : Past Experience : Qualification and experience of the key technical and management personnel in permanent employment with the tenderer and those that are proposed to be deployed on this contract, if awarded : Work Done Certificate
8 : Past Experience : Tenderer in his name should have in the last five years satisfactorily completed at least one similar Road & Drain work of value not less than Rs. 31.66 Lakhs as prime contractor Work Done Certificates for the Work performed as Prime Contractor -in the same name- on works of similar nature over during the five years specified -Similar nature of Work done certificate i.e. 50 percent of amount put to tender : Work Done Certificate
9 : Past Experience : Executed in any one year in the last five years the following minimum quantities of work 1. Unreinforced concrete Pavement-377.60 cum 2.WMM-276.64 cum The Work Done Certificates for the Quantities of work executed as prime contractor -in the same name- during the last five years specified along with the details in the format as in the bid document : Work Done Certificate
10 : Capabilities of Vendor : Valid Class-I Contractor Registration Certificate issued from the Competent Authority : PWD Registration Certificate (Class I/II/III/IV)
