1 Bulk or full order will be placed on manufacturers or its authorized agents who are either registered with Railways for tendered item or who has successfully supplied tendered item to Zonal Railways/PU/CORE/PSU/Other Govt. Department (with any revision of specification/drawing or with different size) in last three financial year and current financial year up to date of tender opening. No Yes Allowed (Optional) 2 Developmental order up to 20% of NPQ may be placed on manufacturers or its authorized agents who does not comply conditions mentioned in Para 1.1.1 and 1.1.2 of Section-II of NWR Tender conditions (NIT Conditions for Eligibility of Tenderer : Condition 1 & 2) and demonstrate the capacity cum capability to manufacturer/supply the tendered item. For this purpose, they must upload necessary documents such as past performance for having supplied similar item in last three financial year and current financial year up to date of tender opening, NSIC etc or developmental vendor in any PU(ICF/RCF/MCF/CLW/DLW/CORE/DMW etc.)/ RDSO list for the tendered item. No Yes Allowed (Optional) 3 Purchase Officer can consider the firms for bulk/ entire / developmental order duly keeping in view the past performance and capacity cum capability of the firm. The past performance and capacity cum capability of the firms shall be adjudged based on documents submitted by firm and purchase history of tendered item available in North Western Railway's history sheet of tendered item. No Yes Allowed (Optional) 4 The onus of uploading of requisite documents for capacity cum capability and past performance etc. along with their e-offer regarding 'Bulk order' or 'Developmental order ' lies with the tenderers. In case the necessary documents are not uploaded by the firm then the offer is liable to be ignored. No Yes Allowed (Optional) 5 In case tenderers participate as an authorized agent, then the performance as required above shall be that of the Principal, authorizing the agent. It may so happen that the agent has credentials of past supply for a different Principal but this will not be considered as performance for placing bulk order in case of change of Principal. No Yes Allowed (Optional) 18/06/2024 14:256 Firm who are traders/authorized agents, are requested to indicate name and address of manufacturer works and submit the TENDER SPECIFIC AUTHORIZATION letter from their manufacturer on their letterhead along with the tender. Non-submission of valid OEM TENDER SPECIFIC AUTHORIZATION letter will make their offer invalid and offer will be summarily rejected. No Yes Allowed (Optional) 7 EMD condition: All bidder who are exempted to submit EMD as per Clause 3.1.1 of Section-I of NWR Tender document, are required to sign Bid Security Declaration as mentioned in clause 3.1. Submission of offer by such exempted bidders will be considered that they have signed the above bid security declaration. Bidders who are not exempted to submit EMD and bidders who are under disqualification for EMD exemption, are mandatorily required to submit EMD (online) as mentioned in Tender NIT.
