14/05/2024 15:001 Regular Order : "Only those firms will be considered for placement of regular order who have: (i) successfully commissioned minimum 01 set of the equipments (tendered item) in three phase electric locomotive over IR and prototype clearance has been issued as on tender closing date. And/Or (ii) Successfully supplied and commissioned the propulsion equipments which are tested and approved for regular use by CLW viz. Traction Converter, Auxiliary Converter and Vehicle Control Unit. They should have proven capability for successful interfacing and commissioning of these equipments in 3-Phase electric locomotives over IR as on tender closing date. No Yes Allowed (Optional) 2 Developmental Order: The Bidder shall fulfill the following conditions of eligibility for considering them technically suitable for developmental order: (i) Designed, developed and supplied minimum 1 (one) Propulsion Equipment of Electric/Diesel Locomotive/EMU/DEMU for Indian Railways which shall be under commercial service as on the tender closing date. Or (ii) Designed, developed and supplied Propulsion Equipments for Railway locomotive of minimum 4000 hp worldwide which shall be in commercial service for a period of minimum two years preceding the tender closing date. (iii) In case the bidder has not supplied the vehicle control unit, the Bidder can source the vehicle control unit from established and approved source. No Yes Allowed (Optional) 3 The firm(s) who do not fulfill the above criteria either for placement of regular order or for developmental orders, they must submit their credentials details i.e., Machinery and Plant. Testing Facilities, QAP, Technical Manpower, Current and Valid ISO Certificate etc. In deserving cases, offers from new suppliers may be considered for only a small quantity, not more than 5% of the tendered quantity. No Yes Allowed (Optional) 4 The bidder must provide source code and compiler of software of traction converter, auxiliary converter and vehicle control unit (VCU) to CLW/BLW/PLW. The option of "----------long term life time support------------ " as an alternate of "----------source code and compiler of software------------ " as indicated in Para 1.1 of the specification is no longer available in scope of supply. No Yes Allowed (Optional) 5 In case, the bidder is a consortium of firms, relevant documents clearly defining the responsibility and role of each of the consortium members in execution of the work should be submitted along with the offer against this tender. No Yes Allowed (Optional) 7 Definition: Bidders: (i) An Indian manufacturing company, Indian subsidiary/associate company of a foreign manufacturer, An Indian firm having MOU/Consortium/JV agreement with the foreign company qualifying the eligibility criteria. (ii) Propulsion Equipment: Set of equipment consisting IGBT traction converter, IGBT auxiliary converter, vehicle control unit, display unit etc. with interfacing. No Yes Allowed (Optional)
